To apply 3rd party themes you may use a software called VistaGlazz about which you can find out more information at http://www.askvg.com/how-to-install-and-use-3rd-party-themes-in-windows-vista.
However if you do not want to use any software, you can download a patch from http://www.withinwindows.com/uxtheme-patches depending upon the Windows Version.
Now extract the contents and go to "%windir%\System32" folder (just put the address in Explorer addressbar and press Enter). Take ownership of 3 system files "shsvcs.dll", "themeui.dll" and "uxtheme.dll" present in this folder. Rename these files and copy-paste the downloaded files.
Restart your computer and add your downloaded themes at “%windir%\Resources\Themes\” folder. You may select a theme by right clicking on the desktop and seecting Personalize.
