According to the Telegraph, Microsoft could announce free upgrades to Windows 7 for any users that buy a Vista computer after July 1st this year:

Quote:
The US computing giant is thought to be planning to allow computer manufacturers to offer customers free, or heavily discounted upgrades, to Windows Vista machines bought after July 1. Windows 7, which will connect PCs, laptops and other devices to each other and the internet, is expect to be launched early in 2010. The move will encourage consumers to continuing buying Windows-operated machines in the run up to the launch, rather than hold back for the latest version.

Microsoft has suffered a slowdown in software sales to consumers, because similar software can be download for free from the internet.
This would be similar to the offer announced from Microsoft when users bought XP systems just before the Vista launch through large OEMs (such as Dell).
